when i trade with the trader in the secret base with a wurmple for a tygroue they game says wurmple is not able to trade

We think the condition is actually a pokémon with 1 hp, like what the scientist wanted for Eevee. Try it with one of those.

I think he means any pokemon with 1 hp. Like, have an open space in your party and go to one of the caves and try one-shotting a roggenrola. If it has sturdy, catch it and bring it to the trader.
